Flying Scotsman future at risk amid concerns over its contract

The Flying Scotsman faces an uncertain future as there is nobody currently contracted to look after it next year.

The famous steam train has been looked after by Riley & Son, a Bury-based engineering company, since its return in 2016.

However, concerns are growing over its future as Riley & Son’s contract expires tomorrow, Dec 31, and the National Railway Museum, which owns the Flying Scotsman, has not issued new invitations to tender.

We’ve heard nothing about the future. We’re as much in the dark as everyone else is," Ian Riley, a director of Riley & Son (E) Ltd, told the Sunday Telegraph.

"Our contract finishes on Sunday night and that’s it as far as we know until the new tender documents come out.
"But the NRM haven’t even decided when that will be yet."

He added: "This isn’t an ideal place to be and I don’t know what [the NRM] is thinking."

A spokesman for the museum said: "After the success of Flying Scotsman’s centenary year, and the locomotive’s two popular visits to the NRM, the future operation of Flying Scotsman after this date is being carefully considered."

According to a spokeswoman, the museum would "safeguard the locomotive’s future" and will run into 2024.

But would not provide any kind of timescale of the process.

It has been reported that it took five months between the last invitation to tender being issued and the contract being signed.

Network Rail also requires at least 12 weeks’ notice before steam locomotives can run on the main line.

The future of the Flying Scotsman has already been questioned following a High Court victory for the Office for Rail and Road (ORR).

Despite Riley & Son maintaining the locomotive, West Coast Railways operates it and has refused to fit modern central door locking systems to its fleet of carriages, as required by the ORR.

This means the train is effectively stranded at the National Railway Museum’s Shildon site.

Street names are a bit different. Gloucester Road is the name of a road, whereas the Gloucester road is the road that goes to Gloucester. It just happens that in the case of the road you (and I) shop on, this happens to be the same thing!

I'd agree, except that Cheltenham Road - of which Gloucester Road is a continuation - never gets the definite article.

Google is technically correct, though wrong in this instance. Compare: I'm going to Ireland. He was born in the Republic of Ireland. They eat this in Indonesia. This is from the Philippines.

These rules apply to place names, not necessarily names of things.

Street names are a bit different. Gloucester Road is the name of a road, whereas the Gloucester road is the road that goes to Gloucester. It just happens that in the case of the road you (and I) shop on, this happens to be the same thing!

The elegant road in the centre of Cheltenham is called Promenade but people always refer to it at The Promenade.  In this case there is a credible reason, to avoid spoken confusion between "Promenade" (the road) and "promenade" (take a walk).  In older times the posh people promenaded on The Promenade, indeed into the early twentieth century a policeman would keep the hoi polloi away from promenading on The Promenade, though they were free to promenade on the nearby High Street.

The road that links Trafalgar Square to Aldwych in London is called "Strand" but is universally known as The Strand.

On this important issue of whether or not to use a definite article: it occurs to me that no-one bats an eyebrow when the first steam loco to reach 100mph is referred to as ‘the’ City of Truro, or an ocean liner is referred to as ‘the’ QE2. So I inquired of the Google to see what it said, and found this:

A Deltic trundling through Shropshire. A GWR Large Prairie in Essex. A Stanier Coronation Class in Dorset... All equally at home doing heritage duty.

Good job you don't subscribe to this 'out of area' malarkey then.  The 'Atlantic Coast Express' running between Waterloo and Exeter via Templecombe on Saturday, 20th May will no longer feature Bulleid Merchant Navy, 35028 'Clan Line', but will be in the charge of ex-LMS Jubilee class, 45596 'Bahamas'

All good clean fun. It was great to see today so many children enthused by a piece of 100 year old technology. They're the next generation of rail enthusiasts who will hopefully keep the hobby alive - recording and photographing heritage rolling stock, using trains and advocating for them, volunteering...

We all have our bugbears. I wish I'd not been told that Gower has no definite article, as I find myself having to stifle the urge to ask it that's the 'the Gower' in 'the Wales'. As to the inexplicably famous locomotive which, as I understand it, once achieved 98mph: shouldn't its name be in inverted commas?

As to sheeps and mouses: I'm sure they're coming. YouTube keeps suggesting, as a category it thinks I may be interested in, 'Aircrafts'...

Flying Scotsman will be in the West Country this Sunday 30th April 2023. Hauling The Royal Duchy railtour from Bristol Temple Meads to Par. The trip is one of those Flying Scotsman is undertaking as part of its centenary celebrations.

1) FS will be taking on water at Tiverton Loop rather than Exeter St Davids; and

Our train leaves Bristol Temple Meads steam hauled by locomotive No.60103 Flying Scotsman in the morning and stops to pick up further passengers at Yatton and Taunton. Almost immediately on departure from Taunton, our steam locomotive will be working hard as it tackles the climb to Whiteball Summit. We stop at Exeter St. David’s station for our locomotive to take on water and for more passengers to join the train. We leave Exeter and follow the Exe Estuary to the seaside. We then travel along the famous sea wall between Dawlish and Teignmouth, an experience not to be missed.

After Newton Abbot, our steam locomotive will demonstrate her real strength as she powers up some of the steepest main line gradients in the country. First there is the difficult climb to the summit at Dainton Tunnel, followed by a dramatic drop down to Totnes, then an equally difficult climb up Rattery Bank before descending to Plymouth. Passengers have the option to alight at Plymouth or remain on the train to Par. There will be over five hours free time to explore the historic maritime city of Plymouth which includes the Hoe, the ancient Barbican and seafront areas, and the National Marine Aquarium.

We leave Plymouth, diesel hauled, and cross the river Tamar on Brunel’s masterpiece, the Royal Albert Bridge, to enter Cornwall. Our train continues through the magnificent Cornish countryside to Par, where there will be a break of more than three hours. Buses will take passengers from Par, at no extra charge, to visit either the picturesque seaside town of Fowey or the harbour village of Charlestown. The latter is a working port and home to the Shipwreck, Rescue & Heritage Centre. We leave Par late in the afternoon and stop at Plymouth to pick up those passengers who chose to alight there. Our train then returns to Bristol, stopping to set down passengers at Exeter, Taunton and Yatton enroute.

The problem is he is not only risking his life and limb but the enjoyment of the spectacle for everyone else.  God forbid there is an accident caused by actions such as his, because it would very likely bring the whole question of whether steam charters should be allowed on the mainline.  There are already those who would like to see them banned because of issues like lineside fires, damage to overhead wires, potential for failures and crowd control.  A fatality in such circumstances would just add to their cause.

Flying Scotsman trip through Berkshire postponed until September

This "trip" was proclaimed on a local news website on March 10, and I duly noted the date (today) in my diary. Having seen it a couple of times, I hadn't been intending to make a point of spectating but happened to be near Tilehurst Station at 0940, not long before it was apparently due to pass through. (It was scheduled - I believed - to leave Oxford at 0920.) So I thought, "might as well".

There were some eight people hanging around, most behind the fence of Platform One. I trotted across to Platform Three and waited until 0955, when another would-be spectator checked on his mobile and told me that the trip had been cancelled until September.

The article to which I link was put on the news website at 1012.

MODIFICATION: Odd. I had thought that the March 10 article said that the train was due to leave Oxford at 0920, but I've just checked it and it said that the journey would start at Paddington then and take two hours 40 minutes - suggesting it would be passing through Tilehurst far later than 0950ish. (On past trips it has made a very long pause at Reading to allow admirers an extended close-up.)

Rather than admitting to senility, I wonder if the original article had got the trip the wrong way around and had been amended.(Local news websites have form when it comes to garbling articles about railways, especially Crossrail.) And those other eight people would also seem to have been expecting the train around 1000ish.

Dunno when the trip was cancelled, and exactly why. Covid restrictions, presumably, and I had wondered how the train could be run cost-effectively without all/most of the seats being taken.

There is actually truth in that saying, in that the rolling resistance of a steel wheel on a steel rail is particularly low; c15% of a pneumatic tyred wheel on a tarmac road yet with a co-efficient of friction high enough for braking. Flying Scotsman is always worth a view but the cricket was far more exciting this afternoon.

I've said elsewhere a few times this evening that, despite me not being religious, I think God is definitely an Englishman.

Was tempted to go to Swindon station and see it come through but it coincided with the climax of the Test Match.

Looking at OTT it looked like a close thing for those on platform 4 with a westbound train in a position to photobomb the excursion’s arrival.

I was genuinely surprised how many people came down to see the Flying Scotsman take on water at Charlbury. There's usually a crowd for any steam engine, but this was an order of magnitude more than normal.

(Plus the down Hereford was 20 minutes late off the single line, so everyone got more than their money's worth!)

More problems at Kemble. From Gloucestershire live

Gloucestershire photographer Clint Randall of www.pixelprphotography.co.uk was at the station taking photographs when he caught the incident on video and posted it on- line to warn others not to get too close to the platform edge in their excitement.

"Just watched the Flying Scotsman almost take someone’s head off at Kemble," he said.

One person commented: " Madam, please' and gently moves her away from instant death. Wonderfully British response to an unbelievably stupid act."

Regarding the possible Flying Scotsman ban because of "trainspotters". You should be aware, it's not "trainspotters" or "foamers" or "gricers" or whatever you want to call us.

It's the grannies and grand kids and families and neighbours who hear about it on social media but know nothing about railways or the rules of railways. They're causing all the problems.

The trainspotters are suffering the consequences.

I would agree that a significant number of the problems are caused by those who don't know the rules. Sadly, experience suggests that a significant number of problems on steam charters are caused by the "trainspotters" who should know better. Whether the increase in volume of people out to see Flying Scotsman comes from grannies or trainspotters I wouldn't care to say.

In any case, those who know the rules and should know better should always set a good example, but haven't on various occasions been doing so.

The picture also appeared in the Times, along with an appeal for information by BTP. You would think they would have twigged and gone to the station to explain why they aren't subject to the rules. It can't be long before they get nabbed - I've seen less distinct pictures of the Queen.

The problems might arise in years to come when a preserved HST makes a rare main line trip.

Returning to the present trespass problems, I would hope that the courts start imposing more significant penalties for such trespass. If the owner of a child is involved one might hope that they could be charged with endangering the child.

As far as the final runs of the HST are concerned, it would appear that problems are currently happening ON the trains rather than lineside. I am a member of a closed Facebook group that is moderated by drivers and there have been reports of extremely moronic behaviour by so-called enthusiasts on several services.

.......please don't tell me Broadgage has been trying to pinch the contents of an entire buffet car for old times sake? 😉

A follow up on that from The BBC including comment from Network Rail.

Network Rail said a ban would be a "move of last resort" but could not be ruled out if lives were being risked.

It would not let "a few thoughtless lawbreakers" cause dangers and delays, it said.

Nearly 60 services were delayed for a total of 1,000 minutes as Flying Scotsman complete its tour of the Midlands last weekend, British Transport Police (BTP) said.

and

One passenger service driver, who asked to remain anonymous, said he saw trainspotting trespassers every 200 yards.

Describing it as "probably the most stressful experience I have ever had", he said it was "only a matter of time before someone is seriously injured or killed" trying to get a photo.

and

A Flying Scotsman spokesman said a ban "would not be a surprise" but every effort, such as CCTV and extra police on the train, was being taken to avoid the situation.

Flying Scotsman has been fitted with CCTV cameras to capture images of people on 'the wrong side' and persons so captured will be prosecuted with their publication in/on the media to be identified.

Bristol Post posted details of a forthcoming FS outing to Worcester, approximate times and where to see it INCLUDING the site of at least one former station site where the remnants of a platform still exists.

Some would argue that Flying Scotsman's lines have already been spoiled by the addition of the double chimney and smoke deflectors. Something the purists argued could have been removed in her recent restoration, taking her appearance back to 'as built'.

I was wondering if there is any way to "spoil" the appearance of a locomotive while running - metaphorically putting a bag over her head. It would need to be quick to apply and remove at stopping and other approved viewing places, but aerodynamically viable and structurally sound for safety reasons. One approach would be a bit like the infra-red jammers used on aircraft against missiles - not just a light show but designed to upset cameras. I'm sure there are other possibilities as well.

Of course it wouldn't work if it became a sight worth (for some people) going to photograph in itself.

Meanwhile there's these two prize turnips from the recent outing of Flying Scotsman.



Conflicting reports about how the Voyager came to a stand. It had either been cautioned to 5mph because of these trespassers and then stopped on sight of them, or had had the signal thrown back and emergency stopped.

Whatever the reason for the stop there's simply no excuse for those two muppets to be where they are. I've no qualms sharing their faces. I hope they will be, or have been, identified by BTP and are facing prosecution for railway trespass. I'd like to see a charge for obstructing engines or carriages on railways (Malicious Damage Act 1861) too. That can carry a sentence of up to two years in prison.

Idiots.

EDIT: Tweets from the driver involved. Confirms he had signals thrown back at him. Also confirms later in the twitter thread that his photos and the forward facing CCTV have been sent to BTP.

I was just about to post on the subject as Taplow Green posted this.

One question that I would like answered is whether it is only this engine that is a particular problem? We don't appear to see many similar reports about other steam workings.

When I was on one of the 1T57 commemorative trips last August there were certainly plenty of linesiders, and Appleby station was overflowing with a lot of people of a "certain age" wth cameras in their hands, but I never saw anyone doing anything stupid.

If it is a problem that mainly only besets 4472/60103 then perhaps Network Rail may be on to something. Whilst it would be a nuisance (to put it mildly...) for the return on investment in the restoration being limited, perhaps it would be for the best if this engine were only allowed to potter along heritage railways at 25mph. It would certainly be for the best if the end result of continuous and repeated trespass incidents surrounding this engine resulted in another blanket ban on steam workings.

I am old enough to remember the last one!
